Request for Interest – Management of Store and Marina Operations March 2023

The district owns a small store, cafe and marina which is part of the park and recreation
services.   We are looking for individuals interested in management, or a concessionaire interested in a
contract for operation of the store, cafe, and marina.  We are looking for individual(s) with some related experience and a track record of successful operations. We are interested in either the employment of a store/cafe/marina management team or a concessionaire who has the ability to financially support such a venture under a contract with the district.

Lake Tahoe Basin Management Unit – Resort and Campground Concession Opportunities

The Lake Tahoe Basin Management Unit has released three resort and campground concession prospectus opportunities.

The offering includes 3 stand alone 20 year permits which may be extended for another 10 years.  The offering is for the following government owned facilities:

  • Meeks Bay Resort and Campgrounds – Closes February 3, 2023
  • Camp Richardson Resort and Campgrounds – Closes March 3, 2023
  • Zephyr Cove Resort and Campground – Closes March 31, 2023

Lincoln National Forest – Pre-Solicitation Notice for a Campground Concession Opportunity

The Lincoln National Forest has issued a pre-solicitation for the concession operation of campgrounds and other government-owned recreation facilities. The purpose of the pre-solicitation is to inform businesses and organizations of the potential for an upcoming campground concession opportunity.

12 sites on the Sacramento RD are currently operated under a special use authorization. The Forest is interested in determining competitive interest for a new permit for the existing sites, in addition to receiving feedback and input on the potential to add 12 additional sites on the Smokey Bear and Guadalupe Ranger Districts to a new permit. The majority of sites are located within 65 miles of Alamogordo, NM.  An information meeting and tour of the sites will be offered on Wednesday, October 19, 2022 and Thursday, October 20, 2022.  Questions raised during the site visit will be addressed and information will be shared with all potential prospectus applicants.

Colville National Forest – Prospectus Offering

The Colville National Forest is soliciting proposals from interested parties for a campground
concession special use permit (SUP) to provide high-quality public service in the operation and
maintenance of government-owned recreation facilities. The new SUP will replace the current
concession permit which expires December 31, 2022. (see Colville Cover Letter)

One permit will be issued for government-owned recreation facilities located on the Newport-
Sullivan Lake and Three Rivers Ranger Districts of the Colville National Forest.
The Forest will likely complete the application evaluation and make a selection in late November
or early December 2022, with the intention of the successful applicant beginning operations in
May 2023.

Forest Service staff plan to answer questions regarding this offering each week through October

Arapaho and Roosevelt National Forests and Pawnee National Grassland – Prospectus Offering

Update 8/24/22:

This is a follow up to the email sent on July 18, 2022 informing interested parties about the upcoming campground concession opportunity on the Arapaho and Roosevelt National Forests and Pawnee National Grassland (ARP). As promised, we will be holding a virtual meeting with interested parties on August 30, 2022, 10:00am MT to discuss details about the Pre-Solicitation and respond to any questions you may have about the future offering. A Microsoft Teams invitation will be sent subsequent to this email. Please respond with your availability and include a list of additional people with email addresses that may also be in attendance.

The Arapaho and Roosevelt National Forests and Pawnee National Grassland (ARP) is issuing

The prospectus may offer one to three campground concession special use permits to provide
high-quality public service in the operation and maintenance of government-owned recreation
facilities. The new special use permits will replace the current concession permits which expire
December 31, 2023. We expect to advertise the prospectus this coming spring in 2023 then complete
the application evaluation and make a selection by late summer, early fall of 2023. The successful
applicant(s) would begin operations in January 2024.

Prospective bidders are strongly encouraged to conduct a self-guided visit during the summer of 2022.
This will allow interested parties to view the sites during peak-season and ensures that
sites are accessible without the risk of snow-impact and road closures. Visiting the forest and
sites will provide prospective bidders a more thorough understanding of this offering. A virtual
Questions and Answers Session will be held late-August 2022. Please RSVP for the virtual

Flathead National Forest – Prospectus Offering


The Flathead National Forest is soliciting proposals from interested parties for two campground concession special use permits (SUPs) to provide high-quality public service in the operation and maintenance of government-owned recreation facilities. The new SUPs will replace the current concession permit which expires December 31, 2022.

One permit will be issued for the North Zone which includes government-owned recreation facilities located on the Tally Lake, Glacier View, and Hungry Horse Ranger Districts. The other will be for the South Zone which includes government-owned recreation facilities on the Swan Lake Ranger District.

Applications must be received by close of business (4:30 p.m. MDT) on Wednesday, August 10, 2022.

Beaverhead-Deerlodge National Forest – Prospectus Offering

The Beaverhead-Deerlodge National Forest is soliciting proposals from interested parties for two
campground concession special use permits (SUPs) to provide high-quality public service in the
operation and maintenance of government-owned recreation facilities. The new SUPs will
replace the current concession permit for Georgetown Lake Complex which expires December
31, 2022, and the previous concession permit for Madison Ranger District which expired in

Applications must be received by close of business (4:30 p.m. MDT) on Thursday, August 4, 2022.

Site visits are scheduled for June 27th, 2022, for sites included in the Madison Ranger District

either tour date must RSVP by June 17th, 2022, to the appropriate contact.

The Mt. Hood National Forest is soliciting proposals from interested parties for a campground
concession special use permit (SUP) to provide high-quality public service in the operation and
maintenance of government-owned recreation facilities. The new SUP will replace the current

One permit will be issued for government-owned recreation facilities located on the Zigzag,
Hood River, Clackamas River, and Barlow Ranger Districts of the Mt. Hood National Forest.

Shasta-Trinity National Forest – Prospectus Offering

The Shasta-Trinity National Forest is soliciting proposals from interested parties for a
campground concession special use permit (SUP) to provide high-quality public service in the
operation and maintenance of government-owned recreation facilities. The new SUP will replace
the current concession permit which expires December 31, 2022.
One permit will be issued for government-owned recreation facilities located on the Shasta and
Trinity National Recreation Area of the Shasta-Trinity National Forest.
The Forest will likely complete the application evaluation and make a selection in mid to late fall
of 2022, with the intention of the successful applicant beginning operations in January 2023.

Applications must be received by close of business (4:30 p.m. PDT) on Friday, June 24, 2022.

Olympic National Forest
Request for Expressed Interest for Coho Campground and/or Satsop Center

Providing recreational services and facilities is a key part of the Forest Service’s mission. To fulfill this responsibility, the agency relies upon volunteer, organizational, and commercial partners to help expand the scope of opportunities for the visiting public. The Forest Service would like to offer a unique opportunity to provide services at Coho Campground and/or the Satsop Center, both located on the southern edge of the Olympic Peninsula on the Olympic National Forest.

Interested parties are invited to provide notice of their interest regarding this opportunity by submitting the Submission Form to Kelsey.Dyer@usda.gov no later than May 8th, 2022.

Coconino National Forest – Prospectus Offering

The Coconino National Forest is soliciting proposals from interested parties for a campground concession special use permit (SUP) to provide high-quality public services in the operation and maintenance of government-owned recreation facilities.
